The next chapter luncheon is tentatively scheduled for Thursday, 26 January 2017 at the ANCC, 1130-1330.  Our speaker will be VADM James Foggo, current Director of the Navy Staff and former 6th Fleet.

Vice Adm. James Foggothumb_VADM Foggo is a 1981 graduate of the U.S. Naval Academy and a native of Virginia.  He is also an Olmsted Scholar and Moreau Scholar, earning a master’s degree in public administration at Harvard University and a Diplome d’Etudes Approfondies in Defense and Strategic Studies from the University of Strasbourg, France.

His sea duties include tours aboard USS Sea Devil (SSN 664), USS Mariano G. Vallejo (SSBN 658) and USS Narwhal (SSN 671). He commanded the attack submarine, USS Oklahoma City (SSN 723) in 1998, which was awarded the Submarine Squadron (SUBRON) 8 Battle Efficiency award and the Commander Fleet Forces Command Adm. Arleigh Burke Fleet Trophy for being the most improved ship in the Atlantic Fleet. Foggo completed his major command tour of SUBRON-6 in 2007.

Ashore, he has served as special assistant in the Office of the Under Secretary of Defense for Acquisition and Technology; senior member of the Atlantic Fleet Nuclear Propulsion Examining Board at Commander Fleet Forces Command; executive assistant to the director of Naval Nuclear Propulsion (NAVSEA 08); division chief, Joint Staff (J5) for Western Europe and the Balkans; director, executive assistant to chairman of the Joint Chiefs of Staff; executive officer to the Supreme Allied Commander Europe (SACEUR) and commander, United States European Command, Director, Assessment Division (N81) and assistant deputy chief of naval operations (operations, plans and strategy) (N3/N5B).

In Naples, Italy, he served as commander, Submarine Group 8; commander, Submarines, Allied Naval Forces South; deputy commander, U.S. 6th Fleet, and director of Operations, Intelligence (N3), U.S. Naval Forces Europe-Africa. During this period, he served as the operations officer (J-3) for Joint Task Force Odyssey Dawn (Libya). Additionally, Foggo was a NATO Commander Task Force commander in Joint Task Force Unified Protector (Libya). In most recent assignment, Foggo commanded the U.S. 6th Fleet, Naval Striking and Support Forces NATO; deputy commander, U.S. Naval Forces Europe; deputy commander, U.S. Naval Forces Africa; and Joint Force Maritime Component Commander Europe.

Foggo assumed duties as director, Navy Staff in November 2016.

Foggo’s awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, NATO Meritorious Service Medal and various unit, and service awards. In addition, he was awarded the 1995 Admiral Charles A. Lockwood Award for Submarine Professional Excellence and the State of Oklahoma Distinguished Service award by The Adjutant General. In 2006, he was awarded the Chevalier de l’Ordre National de Merité by the French government for his role in improving Franco-American relations. Foggo is also a member of the Council on Foreign Relations.

Step 1 — Make your reservation – send your reservation request by email to Dixon Hicks, CapitolNSL1@outlook.com, no later than 1600, 19 January.

  • Include name(s) as you would like to see it on the preprinted nametag.
  • Guests and spouses are welcome (same rate as members).  If you need NSL membership information for a friend, go to http://www.navalsubleague.com/.
  • Cancellations are required by 1600, 20 January so that we can set the number of chairs.  No refunds will be processed after this date.  For those who are “no-show” and intended to pay at the door, $35.00 will be collected from those individuals.
  • Reservation requests received after the due date are at risk of not being accommodated if seating capacity has been reached.

Step 2 — Select a payment option  – payments do not need to be made at the time of reservation.

  • Payments can be made by check or credit card (via PayPal) and must be received by 1600, 25 January to receive the advance rate.  Payments are $30 in advance or $35 at the door per person for the luncheon.  JO’s/Enlisted pay $22 in advance or $26 at the door.  There is no charge for Midshipmen.
  • To pay by credit/debit card or online bank, go to link: https://www.paypal.com/cgi-bin/webscr?cmd=_s-xclick&hosted_button_id=FFGZWGHQK3YNU and select how many reservations you desire (may have to paste the link depending upon your firewall). This will log into your PayPal account which you can use to pay. If you don’t have an account, clink the link on the bottom of the PayPal screen “Pay with Debit or Credit Card” and process your payment.  For JO’s/Enlisted, email Dixon and he will send you a link for the lower rate.
  • To pay by check, make payable to the “Naval Submarine League” and send to Dixon Hicks, 15161 Stillfield Place, Centreville, VA 20120-3914. Provide the following information with your check:  Names of attendees, email, phone number.
